Investigation into Libya’s Dam Collapses Leads to Charges Against Sixteen Officials, Including Suspended Derna Mayor

A Storm Hits: The Catastrophe Unveils

A powerful storm earlier this month wreaked havoc on Libya, particularly impacting the eastern part of the country. The storm’s severity caused two dams above the port of Derna to collapse, leading to devastating floods that inflicted extensive damage on the city of approximately 100,000 residents. The disaster led to the loss of thousands of lives and the displacement of many more, leaving the city in ruins.

Officials Charged: Unearthing the Root Cause

In light of this disaster, an investigation was initiated ten days ago by Public Prosecutor Al-Siddiq Al-Sour. The purpose was to determine the root cause of the dam collapses and to bring those responsible to account. Sixteen officials have since been charged in connection with the disaster.

The list of accused includes the suspended mayor of Derna, who is facing charges of power abuse and mismanagement of funds. These funds were initially allocated for the city’s reconstruction and development. Other officials associated with the water and dam authorities face charges that include mismanagement of administrative and financial tasks and negligence in not taking necessary precautions against disasters. Of the accused, eight are currently detained and under investigation.

The Death Toll: A Country Divided

Since the disaster on September 10, there have been conflicting reports on the death toll from the floods. This is largely due to the political divisions in the country, which have resulted in varied figures. The emergency committee of the eastern government reported that 3,868 people have been killed. In contrast, the World Health Organization (WHO) reported 4,014 deaths and over 8,500 people missing.

The Larger Picture: Libya’s Chaotic State

Libya, an oil-rich country, has been in chaos since the overthrow of dictator Muammar Gaddafi in 2011. The country has since been divided into two rival governments vying for power. One is based in the east, and the other in the capital, Tripoli. The political instability, coupled with administrative negligence, has significantly exacerbated the impact of natural disasters like the recent floods.

This disaster serves as a stark reminder of the importance of responsible governance, especially in a country plagued by political turmoil. It calls for immediate action to provide relief to the affected and to hold accountable those whose negligence led to such a catastrophe.
